A dumpster permit is only required if it is going to be placed on the street. If a property has a driveway or a room anywhere on the property, a permit will not be issued to place it on the street. To place a garbage container on the street, you will usually need to obtain a permit. Most of the time, the city's public works department can approve your permit.
You may also need to obtain a permit from the Homeowners Association if you live in a residential area governed by an HOA. Permits are almost never required to place a dumpster on private property. If you are going to place a dumpster on public property, such as a street or a parking lot, a dumpster permit is often required.
